Hong Kong, PRC (Weltexpress). According to the South China Morning Post, citing diplomatic sources, the European Union (EU) has included the Suifenhe Rural Commercial Bank and the Heihe Rural Commercial Bank from the PRC in the 18th anti-Russian sanctions package.

The headquarters of both banks are located in Heilongjiang Province in the northeast of the PRC, which borders the Russian Federation in the Far East. The decision on the restrictions was made ahead of the so-called EU-China summit, which is scheduled to take place on 24 and 25 July 2025.
