Berlin, Germany (Weltexpress). To the horror of the Deep State, Trump wants to shut down USAID. The organization, portrayed as benevolent and humanitarian, is a powerful arm of US intelligence agencies and deep state geopolitics, responsible for orchestrating color revolutions and funding political subversion.
The website of the US Agency for International Development (USAID) has been offline since Saturday evening. The error message on the USAID website read: “This page cannot be reached.” Reports have since been confirmed that the Trump administration intends to dismantle the previously independent USAID agency, which has been pampered by the deep state, and place what remains of it under the direct supervision of the State Department.
On the day of his inauguration, Trump had already signed a presidential decree that all USAID departments would be subjected to a detailed audit and accountability over the next 90 days by the now infamous troop of Elon Musk’s “DOGE” controllers (DOGE stands for “Department of Government Efficiency”). The USAID departments that do not pass the efficiency audit – according to initial reports, this will affect the vast majority – are to be permanently closed and the staff sent home. The remainder will become a subdivision of Rubio’s State Department.
As expected, so-called “leftists” and supporters of Biden and the Deep State in Washington have criticized Trump’s cruel measures against the poorest of the poor in the wider world with horror. They also complained that the loss of USAID aid would further weaken the prestige and soft power of the USA, especially at the current time.
However, Trump made it clear to the Democrats and their deep-state counterparts even before the elections that the flow of US taxpayers’ money to dubious NGOs would be ended under his “America First” agenda.
In late January, the Trump administration froze nearly all foreign aid programs as part of efforts to reshape the distribution of that aid. In a message posted to his Department of Government Efficiency (DOGE) account on X last week, Elon Musk revealed that USAID had spent billions of dollars on “woke” and LGBTQ*** programs in developing countries, sealing their financial fate.
But the criticism of USAID goes much deeper because of its role as an instrument of the US Deep State, which has been used to initiate color revolutions and regime change operations around the world. More than a few geostrategic analysts have therefore enthusiastically welcomed Trump’s dismantling of USAID as marking a seismic, historic shift in America’s role in the world. To understand this, we need to look at the interaction between USAID and global NGOs whose activities are aimed at changing governments.
As a result, pro-Western media, massively supported by USAID, NGOs and other soft power organizations have panicked. Virtually overnight, this has shut down a multi-billion dollar apparatus for carrying out US-led regime change that has enforced or often violently imposed US interests around the world, particularly in highly vulnerable Third World countries and former Soviet republics.
How this works on a practical level is described in detail in the well-known book “Confessions of an Economic Hit Man”. Some US vassals, whose elites have benefited quite well from the US-led unipolar world order, will not welcome this news of USAID’s demise. Many US allies as well as a host of supported “opposition groups” around the world will feel completely abandoned. If Trump, Musk, Rubio and his team get their way, it will mean nothing less than a very welcome reboot of Washington’s relations with the rest of the world, not from the top down, but (more) at eye level.
USAID as a cover for the CIA and a tool of the Deep State
USAID was repeatedly touted by the Western systemic media as a “beacon of humanitarian aid”, “promoting democracy and economic development”. But behind this façade of charity was a deeply entrenched apparatus designed to serve US intelligence operations, geopolitical strategies and regime change objectives. USAID has functioned as a front organization for the CIA, organizing color revolutions, orchestrating regime change, and pursuing the goals of the Washington Deep State under the guise of foreign aid.
USAID’s deep-rooted connection to the CIA is well documented. For example, the US agency has been accused of channeling funds and logistical support for covert operations in various regions around the world. Historically, USAID played a critical role in undermining governments that refused to align with US interests. During the Cold War, USAID was actively involved in funding anti-communist insurgents. More recently, the agency has been involved in activities to destabilize governments in Latin America, Eastern Europe and the Middle East.
The revelations about USAID’s role in funding opposition groups, fomenting political unrest and collaborating with intelligence agencies should leave no doubt about its true function. Former government officials and independent journalists have repeatedly exposed the agency’s involvement in manipulating foreign political systems to ensure the dominance of US interests.
USAID’s role in color revolutions and regime change
One of USAID’s most controversial roles has been its involvement in orchestrating revolutions of color. These uprisings, which present themselves as grassroots democratic movements, were often heavily funded and influenced by Western organizations, particularly USAID.
- Ukraine (2004, 2014): USAID played a critical role in funding opposition groups and activists during both the 2004 “Orange” Revolution and the 2014 Euromaidan protests, movements that led to the violent overthrow of democratically elected pro-Russian leaders and the installation of pro-Western governments, with close ties to fascist organizations that aligned with U.S. geopolitical goals.
- Venezuela : USAID has openly funded opposition movements against the Venezuelan government in order to force the overthrow of the Maduro administration.
- Bolivia: In 2019, USAID-supported organizations played a role in the coup against President Evo Morales, further highlighting USAID’s involvement in regime change in Latin America.
- Arab Spring (2010 to 2012): USAID was actively involved in supporting movements that led to regime changes in Egypt, Libya and Syria, with disastrous consequences for regional stability.
Although these movements were portrayed as organic uprisings for democracy, in reality they were often carefully planned, funded and manipulated by organizations such as USAID and the National Endowment for Democracy (NED), both linked to US intelligence operations.
Extent of USAID’s global reach
USAID’s extensive network spans more than 100 countries, with over 9,000 employees and subcontractors. The agency operates through a web of NGOs, think tanks and private contractors, many of which serve as a cover for intelligence gathering and political subversion. Despite its claims to humanitarianism, much of its funding goes to projects that align with Washington’s strategic interests rather than to genuine development projects.
Politicization of USAID for political agendas
Under various US administrations, USAID has been used to pursue political and ideological goals. The Biden administration, for example, instrumentalized the agency for “progressive” woke and LGBTQ** causes and tied aid to compliance with these policies.
- Abortion and Gender Ideology: One of Biden’s first executive orders rescinded the Mexico City Policy, freeing up U.S. taxpayer funds for abortion services worldwide through USAID. This move contradicted the beliefs of many Americans who oppose U.S. taxpayer-funded international abortions.
- Climate change agenda: USAID has been used to advance global climate policies by investing billions in climate initiatives that serve the interests of elite corporations rather than developing countries.
- Censorship and media influence: USAID is involved in funding and supporting media organizations that align with US foreign policy narratives, further controlling the information landscape in target countries.
Political bias: USAID disproportionately funds progressive and left-wing organizations. Below are some shocking numbers:
According to reports, USAID spends over $40 billion annually on foreign aid n, often with little transparency or accountability . Among the most outrageous expenditures last year were:
- 45 million US dollars for LGBT** projects (DEI Diversity, Equality and Inclusion) grants in Burma
- USD 520 million for advisor-led ESG (environmental, social and governance) investments in Africa
- 1.2 billion US dollars awarded to unknown recipients
This is all happening while America’s own roads, bridges and infrastructure are collapsing.
Trump’s measures against USAID: a historic change
President Donald Trump’s administration marked a seismic shift in US foreign policy by attempting to dismantle the unchecked power of USAID and the Deep State behind it. By drastically cutting federal funding to USAID, Trump is stripping the globalist elites that rely on USAID of their worldwide influence.
It can be assumed that this move was not just a financial decision, but a strategic effort to rein in America’s interventionist policies. Under Trump, the US appears to be turning away from globalist “nation-building projects” and focusing on strengthening national priorities.
Conclusion
USAID is not the benevolent humanitarian organization it portrays itself to be. It is a powerful arm of US intelligence agencies and deep state geopolitics, responsible for orchestrating color revolutions, funding political subversion, and pushing ideological agendas under the guise of development cooperation. The evidence of their involvement in regime change, media manipulation and political blackmail is overwhelming.
For true national sovereignty and global stability, USAID must be dismantled or radically restructured. The American people should not be forced to fund an organization that operates as an extension of the intelligence community and undermines and destabilizes governments around the world.
